Dr. Muhammad Babur is working as an Associate Professor in Faculty of Civil Engineering, University of Central Punjab. His qualifications include B.Sc. Civil Engineering from UET Lahore, M.Sc. Hydropower Engineering from Centre of Excellence in Water Resources Engineering UET Lahore, Ph.D. Water Engineering and Management from Asian Institute of Technology (AIT), Bangkok, Thailand and post-doctrate, Water Engineering and Management from Asian Institute of Technology (AIT), Bangkok, Thailand.

Dr. Babur has worked with some of the best professionals in the field of climate change impact adaptation and mitigation. He had the opportunity to work on research projects of National and International repute within Pakistan, United Kingdom, Japan, and Thailand. Besides teaching undergraduate and postgraduate students within and outside the country, he was also involved in research at the Post-Graduate level in different countries. His research interests include Climate and Landuse Change, Transboundary Water Issues, Hydrology, Hydropower, Sedimentology, Glaciology and Water Engineering and Management.

Name of assignment or Project:   Connecting Climate Change, Hydrology and Fisheries for Energy and Food Security in Lower Mekong Basin.

Year: Jan 2018 – December 2020

Location:  Asian Institute of Technology, Thailand.

Client:  United States Agency for International Development (USAID)

Main Project Features:  Developed high-resolution future climate data using state-of-the-art Regional Climate Models (RCMs) and employ the associated downscaling/bias correction techniques. Furthermore, assessment of climate change impact on river flows and fish production by coupling discharge estimates generated by a physically-based hydrological model and a data-driven fish production model that translates discharge variation into future fish production. Moreover, evaluation of dam operation scenarios that optimizes the hydropower production and total fish harvest. Also, building the capacity of young professionals working in water and fisheries departments from LMB countries.

Main Project Features:

To review Feasibility Report titled “Transaction Advisory Services for Lai Expressway, Rawalpindi under Public Private Partnership Modality” by NESPAK with respect to Hydrological Study, Hydraulic Design and Surface Drainage design. Following tasks were carried out by the Consultant:

1. Review of all report including all designs, plans drawings, sections, etc.
2. Carry out site visits as required.
3. Identify the gaps in assumptions, discharge capacity, flood mitigation plan, return period, hydrological study, hydraulic design, structures, etc.
4. Provide a model and section on the existing right of way of the expressway and Lai Nallah for appropriate flood control.
5. Provide Conceptual design including plan, sections, channel width, flow depth, scour depth, etc. considering the option of the fully wetted perimeter of Lai Nullah and expressway act as discharge channel for 100 years flood return period.
6. Review of MMP and JICA reports of previous studies.
7. Submit a report with analysis and proposal.
8. Present findings to various forums as required by the client.

Comparing of existing hydro-meteorological network with the available data

Hazard assessment report for Sindh province regarding hydro-meteorological conditions that characterize the hydro-meteorological hazards such as floods and droughts.

The detailed final report which contains the hydro-meteorological hazard maps, hydro-meteorological hazards assessment and action plan to deal with the hydro-meteorological hazards.
